Taking aim at Chinese apparel exports, EU to change anti-dumping rules

The European Commission has put forward a proposal to change the calculation rules measuring the cost of dumping by supplier countries. The new rules are chiefly aimed, unsurprisingly, at regulating the massive amount of Chinese exports towards Europe.

The new rules have been advocated by the WTO, a calculation that determines the objective value of dumping as well as the extent of the damages suffered by European companies. The lowest of the two calculated figures will be used to set the amount of reciprocal customs duties to be applied.
 
The problem is that this kind of calculation would reduce Europe's ability to interfere with supplier countries, hence the opposition of some northern European countries, as well as Germany and France. China, the measure's clear target, has reacted strongly, criticising the rules advocated by the EU.

China is the EU's leading supplier both for textiles and for apparel. In 2015, it exported nearly €30 billion worth of clothing into Europe (+6%), and €9.5 billion of textiles (+11%).
